The Iowa Department of Natural Resources (DNR) has made a preliminary determination to approve a request for horizontal expansion (Phase B‐1 Expansion) from the Regional Environmental Improvement Commision of Iowa County for the Iowa County Sanitary Landfill, and which is authorized to accept municipal solid waste from households and businesses from the following service area: all cities, excluding Victor, and the unincorporated area in Iowa County.

OFFICIAL NOTICE OF PUBLIC HEARING
CONCERNING PROPOSED PUBLIC IMPROVEMENT PROJECT,
APPROVAL OF PLANS, SPECIFICATIONS AND FORM OF
CONTRACT AND ENGINEER’S ESTIMATED COST
AND NOTICE TO POTENTIAL BIDDERS
A public hearing will be held at 7:00 PM (local time) on the 13th of September, 2023, at the Iowa County East Annex, located at 970 Court Avenue, Marengo, IA 52301 to consider the Phase B-1 Expansion Project, approval of plans, specifications and form of contract and engineer’s estimated cost of said Project. Further particulars concerning the scope and estimated cost of this public improvement project, including plans and specifications, may be obtained from HLW Engineering Group, 204 West Broad Street, Story City, IA 50248. Phone (515)733-4144. Electronic copies of the Bidding Requirements and Contract Documents may be obtained for no cost from HLW Engineering. Paper copies of the Bidding Requirements and Contract Documents may be obtained from HLW Engineering for a refundable plan deposit of $100.00. This deposit will be refunded if the documents are returned in a re-usable condition within fourteen days after award of the project. If the contract documents are not in a re-usable condition and returned timely, the deposit shall be forfeited.
If the public improvement, plans, specifications, form of contract and engineer’s estimated cost of the project are approved by the Regional Environmental Improvement Commission (REIC), the REIC will proceed to consider bids solicited according to bid specifications contained in the contract and may accept the lowest acceptable bid, or reject all bids. This Notice is hereby published in accordance with a resolution duly adopted by the REIC on the 14th day of June, 2023.
Pursuant to Iowa Code §26.5, notice is given to potential bidders that written bids in accordance with the detailed bidding specifications, must be received prior to 3:00 PM (local time) on the 13th of September, 2023, at the Iowa County Sanitary Landfill, 3369 Highway 6 Trail, Homestead, IA 52236, at which time the Chair or his designee will open, read and tabulate the Proposals received. Proposals will be considered by the REIC at its regular meeting at the Iowa County East Annex, 970 Court Avenue, Marengo, IA 52301 which begins at 7:00 PM (local time) on the 13th of September, 2023.
The general nature of the project is the furnishing of all labor, equipment and materials necessary for construction of a landfill disposal area with Subtitle D composite liner and miscellaneous associated work, all as specified in the plans and contract. The work under the proposed contract shall commence within thirty days of the written Notice to Proceed. The work on Division 1 shall be completed by March 30, 2024. The work on Division 2 shall be completed by August 31, 2024, subject to any changes granted by the Owner. Potential bidders must bid on all Divisions. The project will be awarded as one contract based on the total price of all Divisions. Bids shall be presented on a blank form furnished by the REIC, submitted in a sealed envelope marked “Phase B-1 Expansion, Iowa County Sanitary Landfill,” and accompanied by a separate envelope containing bid security in the amount of 5% of the bid as defined in Iowa Code §26.8 and specified by the REIC in its bid specifications and contract.
